Finance Manager

Job Summary:

The Finance Manager is a key member of the transit management team at DC Circulator.  The position will direct and oversee the financial functions for DC Circulator and DC Streetcar.

Essential Functions / Process Responsibilities include the following; other duties may be assigned as necessary:

  • Provide financial reports and interpret financial information to managerial staff while recommending further courses of action
  • Develop and administer operating and capital budgets based on goals and assumptions for each year
  • Work with General Manager and other staff to design a framework to manage budgets
  • Monitor and process reimbursable expenses for pass-through work for the client
  • Oversee functions of the finance department
  • Analyze expenses and revenue with the company’s actual performance compared to the budget
  • Support the management team during labor contract negotiations
  • Monitor payroll process to identify trends and provide quality control for accuracy
  • Develop financial trends and analyses regarding the finances of the Streetcar and Circulator
  • Conduct reviews and evaluations for cost-reduction opportunities
  • Liaison with auditors to ensure appropriate monitoring of company finances is maintained
  • Correspond with various other departments, discussing company plans and agreeing on future paths to be taken

Preferred Education, Experience and Residency:

  • Bachelor’s degree in accounting/finance
  • Five (5) years of experience related to job tasks
  • Management experience with more than five (5) employees is required
  • City government finance experience is preferred
  • Advanced excel skills required
  • Knowledge of systems (design/implementation)
  • Ability to successfully communicate with executives

DC Circulator to Modify Service on Multiple Routes This Weekend for Races and Events

Saturday, September 15

Georgetown-Union Station Route

Road closures for the Race to Beat Cancer will impact the Georgetown-Union Station route on Lower K Street on Saturday, September 16. To accommodate the event, starting at 7am, buses travelling in the Westbound direction will not use K Street NW, proceeding instead along Pennsylvania Avenue and M Street NW.

The following stops in the Westbound direction will not be served:

  • Lower K Street NW / 30th Street;
  • Lower K Street NW / Wisconsin Avenue;
  • Wisconsin Avenue NW / M Street

Once race activities have finished at 12am (noon), or as road closures allow, normal service will resume to all stops.

 

Sunday, September 16

National Mall Route

Road closures and staging areas for Navy-Air Force Half Marathon & Navy 5 Miler race will impact the National Mall route in multiple locations on Sunday, September 17. To accommodate the event, DC Circulator will delay the start of service until 12pm (noon).

Once race activities have finished and streets reopen around 12pm (noon), the route will begin normal service to all stops.

General Labor Position

POSITION PURPOSE

The General Laborer is responsible for performing non-technical maintenance and servicing on corporation vehicles and general custodial duties on corporation vehicles, around the shop and building grounds.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

To be successful in this role, an individual must be able to perform in a satisfactory manner the functions listed below. The company will make reasonable accommodations to enable individuals with disabilities to perform these functions.

Janitorial/Housekeeping

  • Clean building floors by sweeping, mopping, scrubbing or vacuuming.
  • Gather and empty trash.
  • Service, clean and supply restrooms.
  • Follow procedures for the use of chemical cleaners and power equipment.
  • Move heavy furniture, equipment, and supplies.
  • Remove snow and other debris from sidewalks, driveways, parking areas.
  • Setup, arrange and remove decorations, tables, chairs, ladders, and scaffolding to prepare the facility for events and meetings.
  • Clean, polish and dust furniture, floors, windows, mirrors, walls, and equipment.
  • Steam clean and shampoo carpets.
  • Requisition supplies and equipment needed for cleaning and maintenance duties.

Tire Preparation

  • Prepare tires for installation; mounts and demounts tires on rims and corporation vehicles; fill tires to the proper air pressure.
  • Inspect and test tires to ensure conformance to standards.
  • Examine and probes damage, defective or flat tires to determine the extent of damage and the feasibility of repair; recommends the disposal of non-repairable tires.
  • Inventory and ensure an adequate supply of tires and related parts; requisitions/orders supplies as necessary.

Bus Service Line (Wash Rack)

  • Fuel corporation vehicles.
  • Top off all fluids during evening service.
  • Install service alert cards and log books.
  • Report all visible vehicle defects to vehicle maintenance supervisor.
  • Operate corporation vehicles safely around the facility.
  • Park and clean all corporation vehicles as assigned in a timely fashion.

Bus Steamer

  • Mix cleaning agents such as cleaning compound, high-pressure soap powder, carbon removing compound and cleaning compound solvent with water in correct proportion for different types of cleaning operations and fill cleaning equipment with solution.
  • Clean parts, subassemblies, and assemblies, engines, hulls, and turrets of corporation vehicles; of excess grease, oil, dirt, sludge, rust, corrosion and other foreign substances; using a high-pressure steam hose and detergent solution.
  • Scrape off adherent grime and greasing; using a wire brush or putty knife.
  • Spray vehicle body with steam and caustic compound to remove paint.

Vehicle Detailing

  • Wash exteriors of corporation vehicles utilizing the wash rack.
  • Vacuum interiors of corporation vehicles to remove loose dirt and debris.
  • Clean upholstery, rugs, seats and other surfaces.
  • Ensure cleanliness of corporation vehicles and verify the body, any of the wiring, installed instruments and electronic equipment are not damaged during the detailing process.

Bus Starter

  • Coordinate with service center clerk, transportation and vehicle maintenance supervisors to prepare corporation vehicles for trip assignments.
  • Start corporation vehicles and line them up in the correct order.
  • Enter all corporation vehicles assignments into computer tablet.
  • Report equipment malfunctions to vehicle maintenance supervisor. 

OTHER FUNCTIONS

  • Performs other duties as assigned.

EDUCATION AND/OR EXPERIENCE

To perform this job successfully, an individual must have the following education and/or experience.

  • High school diploma/GED is required.
  • Valid driver’s license is required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to deal courteously and effectively with supervisors and coworkers.

Fixed Route Operator

Job Summary:

The Fixed Route Operator operates various types of transit buses in revenue and non-revenue service.

Essential Functions / Process Responsibilities include the following; other duties may be assigned as necessary:

  • Operates various types of transit buses in accord with RATPDEV policies, directives and procedures and in compliance with Federal and District of Columbia laws and regulations.
  • Maintains a working knowledge of current bus routes and stops within the service area as well as the current fare structure and bus pass programs.
  • Conducts self in an appropriate manner at all times, while working in a diverse environment, assuring a professional quality of service to all external and internal customers. This includes properly answering questions and solving transit-related concerns of customers.
  • Aids customers with disabilities, including assistance in boarding and de-boarding, safely securing wheelchairs and announcing stops.
  • Inspects assigned transit bus for mechanical problems. This includes conducting an external/internal visual inspection of the transit bus and pre-testing all necessary equipment, operating/safety devices and transit bus controls for use while in service.
  • Completes reports accurately and legibly.
  • Performs various physical duties to successfully complete job responsibilities. These can include but are not limited to, boarding and deboarding transit buses, operating the wheelchair lift/ramp, assisting mobility impaired passengers board or de-board transit buses, securing wheelchairs using a 4 tie down restraint system, lifting the bike rack, lifting baggage compartment doors as may be required.

Preferred Education and Experience:

  • Must be at least 21 years of age
  • Must have a valid Class B or Class A Commercial Driver License, with air-brake and passenger endorsements.
  • Verification of High school education or general education (GED) is required.
  • Must demonstrate a stable work history. Applicants should be prepared to provide additional employer information in cases where previous employment cannot be otherwise verified.

Driving Record:

  • Driving records must not reflect more than 2 moving violations, 2 at fault collisions, or 2 violations in the past 3 years and no more than 1 moving violation in the previous 12 months.
  • Have a safe driving record with no DUI conviction during the past ten (10) years, qw verified by a third party multi-state record check and no felony convictions for violent crimes.
  • If the applicant’s license has ever been suspended, the applicant must have two (2) full years with no violations

Maintenance Technician

Job Summary:

The Maintenance Technician works under supervision, diagnoses and makes mechanical repairs to buses and other automotive equipment.

 

Essential Functions / Process Responsibilities include the following; other duties may be assigned as necessary:

  • Checks buses for conformity according to established mechanical standards.
  • Inspects, diagnoses, and makes skilled and semi-skilled repairs of mechanical defects in buses, automobiles, and related mechanical equipment.
  • Performs all major mechanical repair work, maintains mechanical equipment, and performs general overhauling.
  • Repairs transmissions, differentials, distributors, fuel pumps, lights, radiators, starters, generators, universal joints, and hydraulic systems.
  • Installs batteries, brakes, wiring, window glass, and door handles; repairs and adjusts brakes and aligns wheels.
  • Maintains records for repairs made and time worked.
  • Recommends purchase of needed parts and tools.
  • Operates a variety of powered vehicles.
  • Drives buses as needed for repairs.
  • Cleans tools and work area.

 

 Preferred Education and Experience:

  • High School or Equivalent
  • Minimum of three (3) years of journey level mechanic experience including general heavy equipment, automotive maintenance, repair work of advanced difficulty. Substantial experience in repairing heavy duty diesel equipment, especially buses, and completion of a recognized course in diesel mechanics is desired
  • A valid Commercial Driver License with P endorsement.
  • Good DMV record in accordance with agency standards.
  • Possession of necessary tools to perform above duties.
  • “A, B, C level” heavy-duty mechanic certification or equivalent trade school and apprentice experience.
  • Heavy duty spark ignited engines, diesel and gasoline engine parts, transmissions, brake systems, air conditioning systems, air/hydraulic systems, electrical systems, and related equipment.
  • Tools, precision instruments, equipment, and procedures used in the general overhaul, advanced repair, and maintenance of automotive equipment.
  • Decimals and fractions commonly related to automotive repairs, tools, and parts
  • Operate equipment used in repairing or servicing motorized equipment.
  • Diagnose malfunctions and replace parts, remove and make advanced repairs on a variety of diesel and other automotive equipment.
  • Work any shift at any agency location.
  • Follow instructions.
  • Read parts and repair manuals and keep accurate records on repairs made.
  • Utilize automated maintenance system.
